National Energy Taizhou Power Plant Personnel Positioning Safety Management

Safety production is the basic premise for continuous operation of power generation enterprises. Emergency handling, control of major hazards and maintenance area management are important dimensions reflecting the safety management level of power generation enterprises.

To enhance the level of safety management, NEC Taizhou Power Plant has adopted information, mobile and intelligent technologies with the help of modern technology to achieve real-time, interactive and proactive site safety control. Through active early warning and monitoring of the risk environment at the site, integrated site safety management of prevention beforehand, monitoring during the process and tracing afterwards is realized to avoid accidents to the maximum extent possible and to ensure that production operations are carried out efficiently and smoothly according to the two ticket specifications.

5G-driven Location Empowerment

The whole solution adopts 5G network as the transmission medium of UWB positioning data, and through the highly accurate location data management system based on Woxu, the real-time location and movement trajectory of staff and outsourced personnel in the power plant area can be visualized in 3D; combined with the access control system, video monitoring system and perimeter alarm system, online monitoring and real-time intervention of major operations and high-risk operations can be realized to ensure the controllable behavior and visible location of on-site personnel.

5G as an important link in the construction of NEC Taizhou power plant connection, through the common construction and sharing of telecom operators 5G, to achieve full coverage of 5G network in the entire power plant area. 5G CPE will use the positioning data aggregated by each switch back to the user center using the 5G network, through the MEC edge computing equipment to achieve internal data separation, to ensure the security of data and effectively reduce network latency; at the same time “5G +UWB” dual network integration construction, greatly reducing the complexity of convergence line design, but also to provide network channels for multi-device connection, saving a lot of fiber optic lines and equipment investment and maintenance costs.

Based on Woxu's UWB wireless positioning technology, the system can accurately locate the site personnel in the power plant and present their activities and basic information on the 3D map in real time; it supports personnel attendance, operation statistics, on-duty status inquiry, inspection control, etc. 

Safety warning control

Electronic fence setting for high-risk and accident-prone areas, including fast evacuation, intrusion alarm, time-out, etc. Once the site personnel appear irregularities, a remote alarm prompt is issued; in case of emergency, the site personnel can also issue an emergency alarm signal; combined with the video monitoring system, support the rapid call of cameras.

The integration of two votes and three systems

The two tickets and three systems are the most fundamental guarantee for the safety production of electric power enterprises. The traditional operation management method is not highly correlated with time and space in real time, and managers cannot manage and trace the behavior of operators in real time visualization. Woxu's solution automatically correlates two tickets with personnel and space-time information, automatically generates electronic fence and operation authority through two tickets information, issues local and remote warning prompts for violations such as operating without tickets, overtime stay, and unsupervised, and combines video monitoring to capture violations.

In addition, it realizes the management of the inspectors on duty in the tour inspection system and automatically generates the task progress and inspection trajectory of the inspectors to avoid safety accidents caused by the omission of personnel.

This project of National Energy Group Taizhou Power Plant has created a new demonstration application of 5G+UWB smart power plant construction and witnessed the rapid development of 5G+UWB industry. As always, Woxu will work with industrial partners to create a new blueprint in the field of location services.
